If an information technology equipment room is served by a couple of crac units and one air handler, they are all 480V/3PH. The crac units and air handler are fed from two different panels. Per NEC 645.10...." An approved means shall be provided to disconnect power to all electronic equipment in the information technology equipment room or in designated zones within the room. There shall also be a similar approved means to disconnect the power to all dedicated HVAC systems serving the room."

The installation is existing and there is no EPO switch at room entrance to deactivate power to all hvac equipemnt at once (ref. 645.10(A). The client wants to bring up to code. What's the simplest solution to meet above code section?

You don't even need an EPO if the installation is not using Article 645 as the design basis. Most data centers today stay away from EPOs due to the risk of costly inadvertent shutdowns. In other words, just because it is a computer room does not mean you have to use 645. But if you take advantage of 645 then you will need EPO.
