NEC 680.26(B)(1)(a) says unencapsulated structural reinforcing steel shall be bonded by steel tie. Where structural steel is encapsulated in non-conductive compound a copper conductor grid shall be installed in accordance with 680.26(B)(1)(b). What do they mean by encapsulated in non conductive compund reinforcing steel?

This refers to rebar that is epoxy coated for corrosion protection. Typically light green in color. Most commonly used in concrete road construction. Not often seen in pool construction, but not unheard of. The epoxy renders the rebar non-conductive.
 
I think this is addressed because post tension slab construction is common in some areas. The steel tendons are coated which renders them useless.
