Regarding NEC 682.30
NEC Article requires ?wiring within the scope of this article? to have an insulated equipment grounding conductor. Is the branch circuit from a residence to a GFCI receptacle that feeds a small aerator pump for a pond ?wiring within the scope of this article? or is it only on the load side of the disconnect or receptacle? Can a 12/2 uf be used for the branch circuit to the receptacle? The way I read 682.30 a uf would not be allowed. Is this a correct interpretation?

I would say that the branch circuit that feeds the aerator pump for a pond would fall under the scope of Article 682.

Here is the scope of 682.

682.1 Scope.
This article applies to the installation of electrical wiring for, and equipment in and adjacent to, natural or artificially made bodies of water not covered by other articles in this Code, such as but not limited to aeration ponds, fish farm ponds, storm retention basins, treatment ponds, irrigation (channels) facilities.
