Nec 2014 695.3(A) says where reliable. Question is how does AHJ determine if utility provided underground service lateral conductor from utility transformer which also supplies another service lateral to building switchboard is considered to be reliable? Anyone familiar with who does AHJ contact, and how does one determine reliable?

Ok but does anyone know or have experience in regards to who does AHJ contact to determine if utility transformer is reliable or are they assumed to be a reliable source?
