NEC 695.6(A)Service Conductors
Supply conductors shall be physically routed outside a building(s).......Where supply conductors cannot be physically routed out side buildings, they shall be premitted to be routed through buildings where installed in accordance with 230.6(1) or 230.6(2).......

230.6 Conductors considered outside the building
(1)Where installed under not less than 2 inches of concrete beneath a building or other structure.
(2)Where installed within a building or other structure in a raceway that is encased in concrete or brick not less than 2 inches thick.

Does this imply that conductors installed per 230.6(4)"Where installed in conduit and under not less than 18 inches of earth beneath a building or other structure" do not meet the requirement of 695.6(A)?

Is it considered outside the building for general service conductors but not for fire pump service conductors? What sence does that make?

IMO If its under the building, it is considered outside the building. You bring up a good point. Say you have a building with a crawl space and fire pump feeders are 24" below grade in conduit. Do you have to pour 2" of concrete over the feeders?

IMO 695.6(A) should reference any method allowed by 230.6 not just the first 2. I would think most AHJ would allow a 230.6(4) installation but you need to ask up front.
