NEC 700.10(D) - fire protection

NEC 700.10(D) requires two hour forr rated protection for emergency feeder in Assembly occupancies for not less than 1,000 persons. If the building has a mix of Assembly and other occupancy type for a total of 1,300 plus persons while Assembly space is only 740. Do we need to comply with above rule?

I would say no but does anyone against/ has different thought??? Does AHJ need to make a call on this?
