Is AFCI required in high school, elementary school, middle school, childcare facilities that has no sleeping arrangement or preschool library?

No.

Only non dwelling applications AFAIK are for dormitory or guest room type applications. Even if you have preschool or other early childhood programs that have "nap time" I don't think that counts same as dormitory or guest rooms when it comes to sleeping arrangements.
