NEC Arc Fault Protection Requirements

I am an electrical engineer currently working on electrical plans for a condominium complex and a hotel. While researching the 2005 NEC, I came across the requirement for arc fault circuit interrupters in Section 210.12. As I read it, I gathered that arc fault circuit interrupters are required in each dwelling unit bedroom for the condominium I'm working on.

Now, my question is: Are arc fault circuit interrupters required in the hotel I'm working on? if you read further into the next section, 210.18, it states:

"210.18 Guest Rooms and Guest Suites

Guest rooms and guest suites that are provided with permanent provisions for cooking shall have branch circuits and outlets installed to meet the rules for dwelling units."

Each of the hotel rooms will have a coffee maker and microwave, and the suites will have a small kitchenette. Does this qualify each hotel room for the arc fault circuit interrupter requirement? I guess it would depend on how NEC defines cooking. I only ask because an arc fault circuit interrupter breaker costs a whole lot more than a normal breaker, and having to do that in every room will make my client balk.
 
The "kitchenette" seals the deal, these units must be treated the same as a dwelling.

As far as the units with the Coffe Maker and Microwave, IMO, they would not.
