NEC article 430-101, 102 & 103

A 3-phase, 3-wire combination motor starter mounted on a pole, is fed from an 350Kcmil, CU, overhead line. The upstream breaker is set at 400A. The down comer tap is a #2/0. The combination motor starter is approximately 600 ft away from the motor and is NOT in the motor's line of site, however, it can be locked in the open position. Is this installation acceptable by the NEC, or do I need to place a circuit breaker between the overhead line and the combination motor starter. I am confused about the interpretation of article 430-102, exception.

You really don't give enough info. Is this an industrial install? If it is industrial then 430.102 (B) exception (b) could apply for the motor. The controller being a combo would not need another disconnecting means. The motor on the other hand needs a disconnect in sight (within 50 ft.). Check article 100 for the definition of in sight.
