I have a customer (School Faciility) that is installing new wall mount lockers in an existing School hallway. There are 2 outlets (one in each wing) and they want them removed all together which is not a problem but my gut says it's the wrong thing to do but can't find the correct artical for back up.

You can remove them. As Don stated there are only a limited number required receptacles outside of a dwelling. Within 25' of AC equipment would be one place where they are required but not in a school hallway.

But receptacle outlets can be useful for maintenance. It’s a design choice, and the NEC is not a design manual
