NEC-based Calculation vs. Actual Measurement

Good day. I have a project inside a mall where the electrical proviaion is at rated 200AT, 230V, 3-phase. Based on my calculations on load schedule, my Full Load Current will fall at around 275A. So we requested an additional provision of 75AT for the excess. However, the mall engineer rejected our request vecause they did an actual electrical measurement our requirement falls within the 200AT provision. Any ideas on how we present electrical justification for this issue? Thank you.
 
Are you in a jurisdiction that is required to follow the NEC?
If so, what year?

Where the NEC deals with conductor and OCPD sizes it looks at calculations only.
For service size provisioning it is also possible to work from a one year record of power consumption, but a single measurement does not carry any weight. It is not clear to me whether your incoming power is a direct utility service or a feeder from a service that covers the entire mall.

If you are not required to follow the NEC, then the engineer may be justified under whatever codes and/or utility regulations may apply.

NEC calculated loads are well known to be very conservative (estimating more than the actual load is likely to be at any particular time.)
