Bare copper bonding jumper shall be rated for the same ampacity as the stranded copper
ground conductor within the conduit as required by nec article 250 (typical).

This was in spec but I don't see this when referencing NEC 250.
 
That's correct. The bonding jumper for a raceway would be sized according to Table 250.122 just like the EGC. If the EGC is upsized for some reason the bonding jumper is not required to be upsized.

Where exactly are raceway BONDING jumpers used?
 
See Part V of Art 250.
Bonding jumpers are common on services (250.92) and on circuits over 150 volt-to-ground (250.97)
