NEC CODE CONDUIT FILL

I need a sanity check. We are installing a new 120/208 3P panel, and plan to pull all spare circuits out of the panel to a JB, so as to avoid the need for a shutdown in the future. I am being told its ok to pull (20) #10s (single phase 20A circuits) + (1) #10 G in a 2" EMT to a large JB 60' away from the panel. I know it's in the code book that states this is not code compliant, due to derating. My thought was to use (6) #10s + (1) #10G in 1" EMT for how ever many spares pulled out. Thank you for the response

For 20 amp circuits that would be code compliant with 90° C conductors. (40 amps*50%=20 amps). Also you mentioned conduit fill you're actually asking about derating (ampacity adjustment) not fill.
