NEC/Code issues in photos? This is a wood riser in a non-wood commercial building.

These photos are of a wood riser built in a commercial building of non-wood, concrete and steel construction (unsure if that may also be a building code violation)
Mike Holt has been making the case that the power supply cords may not be in violation as they are not covered by NEC 400.7.
What about placing the plug strips under the floor and all of those extension cords,

The cord cap in the first two photos is missing the back and it has been replace, however, doesn't that make all of the extension cords flexible cords, therefore a violation of NEC 400.7? It does not seem right to be running the cords through holes cut in the wood studs either. Any other concerns?In Riser.jpg20180503_103033.jpgunnamed.jpg
 
If that was a listed raised computer floor, I would say it's OK. You can run extension cords under a non-plenum raised floor as long as they don't leave the room. But the installation you show seems like a violation to me as that one extension cord is running through concealed areas. As far a the flex and box under that panel, I think that would be OK provided the wood sub floor is also allowed. The power strip however is still a question.
