110.14(A) possibly.

Terminals for more than one conductor and terminals
used to connect aluminum shall be so identified.


I am guessing breaker is feeding buses.

Are those jumpers a green wire and yellow taped?

If yes, 250.119

Conductors with insulation or individual covering that is green,
green with one or more yellow stripes, or otherwise identified
as permitted by this section shall not be used for ungrounded
or grounded circuit conductors.
 
Warning--Off Topic Comment: I think what's cooler than the photo is the fact that OP's account is from 2006 and it has only 3 posts. That's pretty impressive actually.
 
If the panel is a three phase panel with all phase bus bars tied together to a common single phase source (generator connection or PV??). then the violation is putting circuit breaker poles in parallel to construct a higher current breaker.

If it is backfeeding the other two bus bars, then it might be a violation of manufacturer's instructions or line/load labeling.
