What nec violations are present in the photo?

I am guessing breaker is feeding buses.

Are those jumpers a green wire and yellow taped?

If yes, 250.119

Conductors with insulation or individual covering that is green,
green with one or more yellow stripes, or otherwise identified
as permitted by this section shall not be used for ungrounded
or grounded circuit conductors.

Not used in the manner intended by the manufacturer...

So what are we looking at here? Was someone trying to figure out a way of checking the Instantaneous Trips of that breaker?

If the panel is a three phase panel with all phase bus bars tied together to a common single phase source (generator connection or PV??). then the violation is putting circuit breaker poles in parallel to construct a higher current breaker.

If it is backfeeding the other two bus bars, then it might be a violation of manufacturer's instructions or line/load labeling.

A safety grounding switch that automatically opens for high current does not seem like a well thought out idea. :happysad:
