It's either been a long day or I just did not see it. Can someone refer me to the nec code that covers the type and material used to cover unused openings for circuit breakers in a service panel. I'm familiar with the plastic one inch clip in type, but the local inspector said the code requires a metal cover the same thickness as the panel cover.
 
110.12(A) Unused Openings.
Unused cable or raceway openings
in boxes, raceways, auxiliary gutters, cabinets, cutout boxes,
meter socket enclosures, equipment cases, or housings shall be
effectively closed to afford protection substantially equivalent
to the wall of the equipment. Where metallic plugs or plates
are used with nonmetallic enclosures, they shall be recessed at
least 6 mm (1⁄4 in.) from the outer surface of the enclosure.
 
That citation is for raceway openings, which does not apply.

The reference is 408.7, which does not require what the inspector is asking for. The manufacturer makes plastic knockout closures designed for that purpose, which comply with 408.7.
 
One easy way to deal with the problem is to use a 15A or 20A single-pole "cover". I have had to resort to this in a pinch in cases where the panel is older than Moses and covers are no longer available (Bulldog pushmatic comes to mind).
