I looked in the index under "Raceways" and tried to find "raceway, installations" and couldn't. But it's always a good idea to browse through the index and check. So I deducted that the question was about "wiring methods" and went to Article 300 and looked for "Raceway Installations" at 300.18 :wink:

I believe he the OP asked WHY not to pull wire in an incomplete raceway. (Y=WHY)

I think panel members of the committees that report on proposals to the NEC routinely reject proposals to 300.18 ((A)&(B)) based on the idea that conductors are less apt to receive damage when pulled in to "complete" or at least "continuous" systems.

I wait until the conduit is ran before I pull the wire because there is a possibility that the conductors could get damaged if they are allowed to hang out of the end of a raceway that is not properly connected to a j-box, enclosure, or any other piece of equipment that is at the end of the raceway...or the beginning depending on which way you are coming from or going to. Just a personal thought

300.18 Raceway Installations.
(A) Complete Runs. Raceways, other than busways or exposed raceways having hinged or removable covers, shall be installed complete between outlet, junction, or splicing points prior to the installation of conductors. Where required to facilitate the installation of utilization equipment, the raceway shall be permitted to be initially installed without a terminating connection at the equipment. Prewired raceway assemblies shall be permitted only where specifically permitted in this Code for the applicable wiring method.
