New 277/480 3phase Service/ Switchboard were our conduits and feeder was intended underground but distroyed so now overhead conduits and Service conductor are to be installed. They will cross the secondary bussbar of the main switch. These conductors come straight from the utility Transformer (unfused). I know its not industry standard but I can not find in 230 where they restrict you to cross Line and Load?

Check out 230.7.

230.7 Other Conductors in Raceway or Cable. Conductors
other than service conductors shall not be installed in
the same service raceway or service cable.

Exception No. 1: Grounding conductors and bonding
jumpers.
Exception No. 2: Load management control conductors
having overcurrent protection.

Keep in mind that this section applys to raceways and cables only.

Another thing you may want to check out is the manufactures installation instructions for the switchboard as far as separation of service conductors.
