AFCI- Art 210.8 only applies to dwelling units.
Typical dormitories do not meet the art 100 definition of a dwelling unit. If they would meet that definition then 210.8 requirements would apply. Some cases they do meet definition of dwelling. In those instances they probably are called apartments and not dormitories, regardless you must follow NEC defintions when applying NEC. There is no NEC definition for dormitory.
TR receptacles- Art 406.12 requires TR for dwelling units. Again most dormitories do not meet definition of dwelling.
Art 406.13 requires TR for guest rooms and guest suites.
Typical dormitories do meet art 100 definitions of a guest room or a guest suite, so 406.12 does apply.
