Can anyone please tell me what was the first year the NEC first starting requiring at least one receptacle at a kitchen island?

Wall space, yes. Specifically for an island, not necessarily. Many islands have no wall space.
I don't believe the '71 Code specified "wall counter space," only that "in kitchens and dining areas a receptacle outlet shall be installed at each counter space wider than 12 inches."

Then I'm thinking generically, "it probably would have started being required in the mid 1990's" would be an appropriate call for a remodeled 1973 home with a kitchen island that has no receptacle, and the island appears to have been added. We just don't know when the island was added. Even if it wasn't required when the kitchen island was installed, recommending it as a safety upgrade would be prudent.
