NEC for receptacles above kitchen countertops

For new construction, two kitchen circuits are required when there are more than 5 outlets. For remodeling, are there any code stipulations that a second circuit must be added in order to add a couple kitchen countertop outlets which would result in a total of seven countertop duplex receptacles?

First of all, at least two appliance circuits are required, period. Second, any new work must meet present code requirements.

Thus, in my opinion, any new receptacles should be wired to a new circuit if there is only one appliance receptacle circuit now.

Added: It's also my opinion that seven countertop receptacles are way too many for a single circuit.

Kitchen counter must be served by at least 2 circuits even if there are only two receptacles. Adding circuits to an existing kitchen would depend on what the building code in your area requires regarding upgrading to current code. Around here if you're not touching the kitchen then no additional circuits are required.
