NEC - Information Technology Equipment Classification

Hello.

Where would one make the cut off between classifiying a room as Information Technology Equipment Classification where NEC Article 645 would apply and NOT Information Technology Equipment Classification? I have a room which calls for (15) dedicated circuits for (15) 20 Amp Duplex Receptacles. I do not have specifications on what will be in this room but at present I am assuming it will contain (15) PC's or work stations, similar to a computer lab. It also contains what is classified as a Computer Room Air Conditioner (CRAC). Does anyone have any opinions as to whether or not this room would fall under this Information Technology Equipment Classification?

It is a design decision, Article 645 is voluntary.

As pointed out by iwire, it is only an IT Equip Room if you want it to be. 645 gives some code leniencies if you provide for the prerequisites in 645.4.
