Per NEC section 430.102(B)(1) requires a Motor Disconnect. A disconnecting means must be located in line of sight from the motor location and the driven machinery location. Per my design, the MCC/switchgear and the motor equipment were in the same location, so we met the requirement per 430.102(A) which allows for the controller disconnecting means, so the MCC served as the disconnect. However my current design, the MCC is not in plain sight from the equipment they control.

What is the NEC section of the code that states that, if the motor disconnect although not in sight has a lock out tag out means, there doesn't need to be a disconnect in sight.

The motor disconnecting rules are all in 430.192. These rules are well written. You may be looking for an exception that does not exist

If you are asking about the controller disconnect, there is no provision for a remote lockable disconnect for the controller. There are a couple of exceptions, but there in not one for your application, and I don't think there ever has been.
There is a provision the exception to 430.103(B) that permits a remote lockable motor disconnect in some cases.
