As per the 2017 NEC is it permissable for Receptacles to be mounted directly to a panel on the bottom or top of the cabinet itself. If not then what NEC code does this violate?

If you are modifying the panel without having approval of the manufacturer, then I would say you will have run afoul of 110.3(B).

It would be a box attached directly to the panel, however, there is not a GFCI in it necessarily.

I don't see an issue and it is a common practice. The cabinet that a panelboard is installed in is not required to be a listed product.
