NEC Qualified Person

Can someone provide me with an explanation on what is meant by the following requirement:

"NEC Qualified Worker
Provide in accordance with NFPA 70. Qualified Workers shall be allowed
to be assisted by helpers on a 1 to 1 ratio, provided such helpers are
registered in recognized apprenticeship programs. Submit a
certification confirming NEC Qualified Worker requirements."


I assumed that the electrical worker must be a Qualified Worker as defined on NFPA 70 now the question is how do we determine that an individual is Qualified? Years of experience doing electrical work is one thing while execution of electrical work practices in accordance with NEC and NFPA 70E is another. The requirement above is asking that some certificate showing all electricians to be a NEC qualified worker be presented, does this mean that the worker must posses a journeyman or master electrician certificate? Are there other certificates or documents that can support the NEC Qualified Worker requirement?
 
As previously stated in many posts ...just because someone is a journeyman and or a master doesn't mean they are qualified. In my opinion a qualified person is one that has been trained and has a basic knowledge of the equipment he/she is maintaining and is aware of the dangers it possess. I work in an industrial facility and there are numerous pieces of machinery in place. I am no more qualified to work on them than the techs are to work in the switchboards and panels...unless we were cross trained in each others fields. NEC certified? I don't know but my guess is that they require some sort of state or local certification whether it be a test, a tradesman certificate or what ever...which I am in total favor of if you are to supervise or lead a job. I believe that is up to the AHJ on the state, local, or private level. Just my thoughts though.
 
This appears to be a boilerplate requirement. I found it in NAVFAC Design-Build Model Request for Proposal.

One such request had an addendum which may be beneficial:
D50 1.3.2 NEC Qualified Worker
Provide in accordance with NFPA 70. Qualified Workers shall be
allowed to be assisted by helpers on a 1 to 1 ratio, provided such
helpers are registered in recognized apprenticeship programs.
Submit a certification confirming NEC Qualified Worker
requirements. Show that the installer who will perform the work
has a minimum of 2 years experience successfully installing the
substation equipment and components of the same type and design as
specified herein. Include the names, locations, and points of
contact of at least two installations of the same type and design
as specified herein where the installer has installed such
systems. Indicate the type of each system and certify that each
system has performed satisfactorily in the manner intended for a
period of not less than 12 months.
Also, being that the helpers are permitted only if registered in a recognized apprenticeship program, I would assume the Qualified Worker must have completed a recognoized apprenticeship program (an accepted standard for journeyman classification, though licensing may prevail). Documentation to this effect should suffice, if licensing is not the prevalent determination factor.

The reality is that many states require almost nothing. In FL all that is needed is a licensed master. With that he/she can hire hundreds of non tester and unlicensed workers.And to top that off he never even needs to see the work. Result is low wages and often poor quality work. So only concern here is where you live.
