NEC Requirement to have CBs in a panelboard operate "ON" outwards and "OFF" inwards

Is there a requirement on the NEC so that panelboards are manufactured with CBs to operate as follows:
"ON", the handle operates inwards; "Off", the handle moves outwards?

The only thing close is that handle up has to be 'on'.
