I'm trying to interpret this code for my situation, any advice you have would be appreciated.

I have a condo that I rent, temporarily, it isn't a full time investment property. I rent it as a 1 bedroom, and close off (lock it) the 2nd bedroom which is where the electrical panel is located. A friend in town acts as a 'Property Agent' and has a key to that second bedroom, in case of emergency. I live out of state when the place is rented.

Is this a violation? The panel is accessible, just not immediately and not by the tenant. Can someone explain why it would immediately need to be? Thanks!
