Could you be a bit more specific?
Generally speaking, that section is refering to plenum spaces. Plenum spaces contain the air that is breathed in a building. With that in mind, the materials that can be installed in them is very limited. You are not allowed to install something in a plenum that, when introduced to flame, emits noxious gases into the air handling system and therefore into your lungs.
