NEC SPD code verbiage impossible to implement

Nec 230.67(b) states the SPD shall be integral part of the service equipment or shall be located immediately adjacent thereto.

My complaint is there is no manufacturer building service equipment where the SPD is integral. In all applications I have seen the SPD is integrated into the service but it is not Integral.

Definitions:
Integral - necessary to make a whole or complete, essential or fundamental

Integrate - combine with another so that they become whole.

Unless manufacturers can design service equipment that will cease to function without an SPD installed, the word the NEC should use is Integrate and not Integral.

The wording seems to follow some other NEC Sections.
I notice one definition of integral is "formed as a unit with another part" which would seemingly allow the SPD to be added to the service but that is simply my opinion. I'm sure there are some linguist here that can elaborate.

Only one of one of these need to be satisfied in order to meet the requirement, hence the word "or". Whether or not the SPD is an integral part has no effect on compliance with this paragraph.
