Some of my States electrical officals feel manufacturers have hijacked the NEC. Proposals that used to take cycles now occur with little justification.

You noticed the booklets that manufactures put out titled "changes to code" or "code changes" and at each new requirement the manufacture seems to have "their" answer! Their product that will satisfiy the new change/requirement!?????????
