An installer installed a power panel upside down (MCB at bottom) apparantly to accomodate the too short supply conductors. Is this a code violation? i thought there was verbiage that states equipment shall be installed as designed some where in Article 100.

If you read instructions that come with panels i believe it is okay in most cases, as long as it meets the height requirements.
 
It is not a violation as long as the main slides horizontally and is listed for it. In fact, if it's bottom fed, it is more proper to instll this way, as opposed to running the feeders up,,,,then exceeding bending radius to bend down and land on main.
 
If turning the panel makes the main read "no" and "ffo" instead of "on" and "off" then it is a violation.

Which is why horizontal operating switches are so much more functional.
