While this is a handy site, you've got to watch that it gets out of date. For Michigan it only shows the 2003 IBC. In fact, Michigan uses the 2008 NEC for all electrical installions except 1 and 2 family which are covered by the 2009 Michigan Residential Code.
 
IIRC the IBC just references/adopts the NEC as a associated code to follow for electrical,

2701.1 Scope. This chapter governs the electrical components, equipment and systems used in buildings and structures covered by this code. Electrical components, equipment and systems shall be designed and constructed in accordance with the provisions of NFPA 70.

The real distinction I see is if the NEC or the IRC/with the electrical section is adopted for dwelling units.

In my limited experience, the IRC is adopted more often than not and amendments are made accordingly.
