Question: If you have a receptacle less then 6 feet from a process cooling water pipe with a valve and from this valve the pipe will be connected to a process equipment, in this case does the receptacle has to be GFCI?

I'm thinking that they would be using the receptacle to 'service' this equipment. If thats the case then 2005 NEC 590.6(A) may come into play. you did not give the 'location' of this receptacle exactly, so you might want to check out 2108(B) Other than Dwelling Units. If its not gonna create a greater 'hazard' by having one, then just put one in, they dont cost much.
