1.Is there a article in the NEC which defines the difference between a power circuit and a control circuit? EX:A motor space heater circuit (120vac), which derives it's 120vac from the motor control center (MCC) via a 10amp breaker and is controlled from a 42b contact within the MCC, is this considered a control circuit or a power circuit?

I don't think the NEC has definitions that draw the line between power and control. For my part, I look at the load being served. Your load is a heating element. I would call that "power." But if your 42b contact brought energy to a the relay portion of a contactor, and if the contact portion of that contactor brought energy to the heater, then I would call the circuit between the 42b and the contactor "control."

Is there a specific reason that you need to make a clear distinction?
