The question is: Is there anything in the NEC stating that you can not come out of an 120/240v 3phase 4 wire panel with highleg for a 120v branch circuit? Not to come off the highleg phase, to come off of one of the other two 120v phases.

Why would you run a high leg to 120V circuit. You will burn it up. You could use it for a 240V cir.

There is no code issue. It is done all the time. I have seen "split bus" type panels used on high leg panels, where only part of the panel is 3 phase and the rest of it is single phase 120/240.
