The above NEC section state's:

A metal underground water pipe shall be supplemented by an additional electrode.......

What if the water pipe met the criteria as outlined in NEC 250.52(A)(1). The pipe has contact with the earth a minimum of 10 feet and the GEC connection is no more than 5 feet from the entrance. Does it still have to be supplemented?

Yes, the water pipe must always have an additional grounding means and if that happens to be a ground rod 250.56 also applies.

It is my understanding this is a "What if?" requirement having to do with the likelihood the water dept might change the water line to plastic.
