NECA Change Order Underground PVC Labor Units

I cannot find anywhere in the NECA book that it tells me whether this is underground installations or above ground installations. I am looking for strictly underground, it gives me a NECA-2 Labor unit of 10.00 C for 2'' PVC Conduit.

Where would i even look for Underground? No where i am looking at does it tell me that it is underground.
