NECA Labor Adjustment Chart

Good afternoon.

When using the NECA Adjustment Chart from the NECA Manual of Labor Units for "change orders" on a new project do you score the points based on the project as a whole or is it based on the "change order" only?

I am working on large project that could potentially score a "very difficult" when using the columns, but my change orders are rather small and would be a "Normal". I am not looking for an excuse to use the "very difficult" column i just want to be fair and reasonable.

Unless it is a difficult change order or a after the ceilings are installed I generally require the sub-contractors I deal with to use column 1.

If it is a difficult project I am always willing to listen to any reasonable argument why the labor should be based upon column 2 or column 3.
