Need a disconnect?

Do I have the right interpretation of the 2008 NEC when I say that I don't need a disconnect at a service - the panelboard main breaker can serve as the service disconnnect in a commercial applicationwhere not entering a structure. It's a meter base and panelboard that will be mounted on a backer board outside for an RV park
 
You may have the right idea but you should not state it that way.

1) A service always requires a disconnecting means.

2) The main circuit breaker of a [service-rated] panel can serve as that disconnecting means.
 
And should be grouped. (Anyone know how big a "group" can be?)
It's not specified in any strict measure of distance or area (e.g. six operations of the hand), so the following is mere speculation...

In the context "grouped" is used, it seems to me that the distance or area should be kept at a practicable minimum for the not-permitted-to-be-remote disconnecting means. Additionally, I believe all members of the group must at the very least be visible from operating location of each member. ;)
 
Here in WA, if the disconnect is not right outside, then it can't be more than fifteen feet from the point at which the conductors enter the building. Keep in mind that conductors sitting below 2 inches of concrete are not yet "in the building." So you can put the main panel further than 15 feet away, if you run the conductors under the slab.
