When using metal nipples or conduit between meter & Main service panel are the regular locknuts that have the small biting teeth on them to reduce reversal potential acceptable as a means of bonding or is a bushing or locknut with a tap screw or jumper strap required ?

Standard locknuts or bushings are insufficient. See 250.92(B)which spells out acceptable means of bonding at services.

you could use a bonding locknut which is listed for the purpose. They have a bonding screw that tightens down against the threads after they have been tightened.
