Need help, electrical calculations

Hi, ok to come to the point. I have a turbo repair company, i bought a 37kw screw compressor thats showing on the plate 74Amps (im guessing running amps), i only have 100Amps 360v 3 phase from the street to our building and 60amps in the building running 16mm 4 core cable to our DB box inside our shop.
will this cable be strong enough to run this compressor or not? A electrician guy came and had a look but said it will not and the councel will need to upgrade the cable from the street to our building 35mm 4 core and put a 180amp braker in the street and 150amp braker in the building so then i will have more than enough but the problem is the councel in not very cheap with this kind of upgrade.
is there some kind of way one can fit a step up transformer together with the 3 phase 360v 60amp i already have?
please i really need help
