Need help with, GEC gel?

I had an inspection for a 200-amp panel replacement, and the inspector noted something I don’t understand. He wrote: “Install GEL between rod and panel.”
No one was on site at the time, so I emailed him for clarification. He replied: “That is GEC the grounding electrode conductor it does look like gel.”
I’m still not sure what this means or what exactly needs to be installed. Can anyone explain what he’s referring to and what needs to be done?
 
It is 100% the inspectors Autocorrect or talk to text. Call him or ask him for clarification again.

Armored GECs are common but he might be confused as to the termination used or to method. He might be only used to piped or exposed.

The thing is that he wrote it on the list when on site and on the email, so I'm not sure he is talking about but im going to have ask again.
