Need help with receptacle exceptions

Hi have an extension to a facility that helps mentally handicapped and emotionally abused children. These children get therapy and live in this facility until they can be transferred to a foster home. My issue is the owner has only one receptacle for a tamper proof tv at the ceiling. None on walls in the existing facility. Now in the expansion, AHJ wants an NEC exception for not installing the receptacles and I can't find one that will not re-classify this and cause other issues? Any ideas? I'm kind of stomped? Thanks.

How many receptacles are actually required? Is there a piece of equipment that will be run useing an extension cord?

Thank you for replying. Usually there should be around 3 receptacles to cover the room. We have one at the ceiling but none shown on the walls. There are rec. in the hallway for general cleaning.

IMO, you will not find an exception for a dwelling, even if it is institutional and transient housing.

What is the purpose for not wanting wall receptacles? If there is no out to installing wall receptacles, there is nothing in the Code that says they must be energized... ;)
