need help with service ground

i have a 600 main nippled into 14x14 trough going to a ct and then 3- 200amp panels. i took a ground to cold water, building steel gas main and ground rod to the main disconnect and bonded there. Do i have to run any grounds to the 200 amp panels or are they considered grounded from the bond through the trough. If so do i need bonding bushings????
 
Is the 600 amp main ahead of the CT can?
If so the 200 amp disconnects are most likely feeders.
I say most likely as I have not seen a disconnect ahead of a CT can.
Is this a POCO requirement?
