Hello everyone, been awhile since i've been on but busy busy. I have a real weird one.........here you go........any help is much appreciated.

Service Lateral has 240V across both ungrounded conductors

Feeders run underground to what was once a meter can that now has jumpers in it. At this point there is 137V across both ungrounded conductors and from ground to first ungrounded conductor it's 127V and from the other to ground it's 12V.

I feel as if the problem must be in the underground feeders from Service point to structure??? Any thoughts?

I sounds to me like you have a broken ungrounded conductor.

But was there a load on the feeder when you took your measurements?

What kind of meter where you using.

Here is my guess

The 137 volts across the hots is a reading with resistance in it.

The 127 volt conductor is good

The 12 volt conductor is bad and your reading phantom voltage.

No, no load on it. I killed the main breaker in the panel. I agree 100%, I believe it to be a broken conductor. I was using just an IDEAL meter I keep in my bag. I'm swinging back by there and i was going to throw my fluke on it to see what I get from it..........i'd left it on another job I was working on.

Well sure enough, they had a damaged feeder. Neighbor had put in a new fence 3 years earlier.......of course I asked about that and the HO said nah it's been there a long time. I guess that's my fault for not finding out what they considered a long time ;) . HO also said they just KNEW the feeder didn't run over there . New feeder installed and up and running again, of course not until after the neighbor had a cow about the digging because we got into their lava rock which was on our customers property. Sometimes you really want to hurt people  but after a deep breath I realize who cares and don't let them ruin my day!! Thanks for the input boys. Have a safe one!!
