Mmmm!, pushmatic. Old panel, old breakers, as long as they are not required to trip life I good. Can it be assured that at their age that they are still within their factory specifications? Is the home owner relying on you to provide therm with your expertise? Are you willing to accept the liability should there be a failure and they the homeowner comes after you after you when you were only trying to do them a favor by saving them the money of installing an up too date panel.
And why is that pole marked bad, are there others that aren't apparent?

Without license violations, or other legal grounds to deny claims, both General liability policies, and Home-Owner insurance cover listed replacements, in unaltered equipment.

Without an equipment-test standard for field installers, the public relies on OEM product testing & listings to minimize catastrophic failure. I believe, OEM circuit breakers can be replaced at will, with no catastrophe expected when De-energized, and without giving insurers legal grounds to deny claims.

Should there was an incident do you think that you as the electrician would be automatically not included in a law suite? To even prove that you weren't liable what would that cost you?
Simply by replacing breakers with those suppplied as factory new with a factory warranty doesn't lessen the liability of the licensed installer who doesn't recognized that the integrity of the panel itsellf has been compromised. Quite often the installer can perpetuate an issue by acting as a hero by showing the customer the money that he is saving them. Remember that breakers do fill spaces in panels. If your reply is directed to the panel as illustrated by the OP you wouldn't question the integrity of the panel itself?
A breaker that may be defective or out of calibration may never be discovered would it never be required to trip. I'm saying thay you would do this where other probably would even installing used or surplus breakers can be potluck as who guarantees them?

Equipment as shown is unserviceable, prohibited from continued use for several reasons:


1) Altered by exposure to weather:
Use of any breakers with a missing cover door violates listing, may void insurance claims involving this equipment.


2) Fire-Code violation - NFPA-70 230.71 / 225.33:
Using 8 switches, exceeds maximum of 6 disconnects, without Main breaker.
Breakers also failed to de-energize when pressed, which all voids fire insurance policy, rendering a burned-down building a complete loss.


3) POCO meter shown sealed in locked position:
Any electrocuted, burned, or blown up knuckle-head attempting repair of this equipment with no Main disconnect, nor record of power company scheduling a meter unlock, makes the OSHA LOTO violation apparent to insurance adjusters.

Counterfeit equipment is a problem everywhere, especially since counterfeits can fail catastrophically. And, Listed UBI/Connecticut Electric (gray) Pushmatic replacements from the big-box stores, made in China with cheap contacts, can fail within a year.
 
Looks like door is there, just rust spots ?
blue tape, sandpaper, can of grey spray paint, 'just like new' .

Other issues, but that solve the cover, eh?
 
It's a semi-flush "all-in-one" in stucco, since those in a Pushmatic model are rarer then hen's teeth, replacement (best choice) or the services of a sheet metal shop to make another are the only choices as I see it.

We can debate all we want about why this needs replaced, but still doesn't change boldface print above. How many of you would replace this for no charge if owner doesn't want to pay?
