Need some help with a control circuit question

I'm going through an alarm review question and the question said, A Class 2 thermostat control circuit for residential heating equipment is classified as a?
And the answer he said was Class 1. The article he listed is 725.31 (a) but at the end it says house hold heating and ac shall not be considered saftey-control equipment. What am I missing ?

(A) Remote-Control Circuits. Remote-control circuits for
safety-control equipment shall be classified as Class 1 if the failure
of the equipment to operate introduces a direct fire or life
hazard. Room thermostats, water temperature regulating devices,
and similar controls used in conjunction with electrically
controlled household heating and air conditioning shall not be
considered safety-control equipment
So the answer is a class 2 circuit.
