Need some ideas

Customer has two meter stacks which appears to be 200A each with (3) 60a service 10 space panels off each meter stack … customer wants to put a 2 pole 20a breaker in each panel to install split units for each apartment. The one panel which is circled I am concerned about it is full of tandem 20amp breakers. What options do I have here .. I feel like this whole set up needs upgraded….please give me some ideas

What are the actual loads on the tandems?
It could be some of those wires could be pigtailed together in the box and ran off one breaker.
 
True… I’m not sure what the loads are, I got a call asking to give a quote for adding couple split units to some existing panels. Our company never touches residential. Wasn’t prepared for this
 
Not sure when 240.81 became a requirement but those horizontal panels might have an issue for the second part of that section that requires when the breakers are operated vertically rather than a horizontally, the "ON" position "shall be" in the "up position". (2017 NEC)
