Need to run a ground wire?

Hi! I'm feeling confused around whether I need to run a ground wire to a subpanel, rather than simply grounding the subpanel where it is.

I have a 400 amp service coming into the Meter Main. I have a 200 amp subpanel 110ft away from the Main. This subpanel has two ground rods AND the feeders from the Main also has a ground wire with them.

From this 200amp panel, I am putting a 125amp panel 350ft away. I'd like to avoid the increased cost of needing to run a ground wire to it, plus I don't see the point if I add one or two ground rods at this new 125 amp panel. One of my electricians said I need a ground wire. Another said I did not. Wouldn't there be a clear-cut rule about this spelled out somewhere? Can someone help me understand why a ground wire would or would not be needed? Thank you !!
 
Your occupation is listed as land developer, this appears to be a DIY post which we don’t allow.The NEC rules on running an EGC are very clear. What you are proposing is dangerous and someone could be electrocuted. To protect your self and have a compliant installation pull an electrical permit
