Needing Burial Cable in Wet Location

If provided a conduit under slab to a front counter in a retail store is this considered a wet location will burial cable be required.

Yes, a raceway underground is considered a wet location, and the conductors or cables installed in the raceway must be listed for use in a wet location. Take a look at 300.5(B) in the 2008 NEC.

Not necessarily a direct-bury cable, but the conductors must be rated for wet locations, meaning a W in the type.
